The National Association of Bond Lawyers (NABL) is seeking a Director of Governmental Affairs (DGA). NABL is a specialty bar association of approximately 2,500 lawyers who represent issuers, nonprofit institutions, underwriters, and other participants in public finance transactions. NABL promotes the integrity of the municipal market by advancing the understanding of and compliance with the law affecting public finance. The organization, which has 8 full time staff, is headquartered in Washington, DC.
NABL educates its members and others in the law relating to state and local bonds, provides a forum for the exchange of ideas as to law and practice, improves the state of the art in the field, provides advice and comment at the federal, state, and local levels about legislation, regulations, rulings, and proposals affecting state and local bonds in proceedings before courts, legislatures, and administrative bodies. The DGA reports to NABL’s eleven-member Board of Directors who represents a wide variety of geographical areas, firms, and practices. With a focus on the practice of public finance law, the DGA performs the following tasks: • Makes outreach to and maintains contact with the Executive Branch (e.g., Treasury, SEC, and IRS); Congress, including member and committee staff (e.g., Joint Committee on Taxation, House Ways and Means Committee, Senate Finance Committee, House Financial Services Committee, and Senate Banking Committee); Industry and regulatory groups (e.g., MSRB, SIFMA, GFOA, NAMA, NFMA, APPA, and BDA); advocates on behalf of NABL • Identifies, monitors, reviews, and analyzes matters of federal policy, process, and procedures, federal governmental initiatives, and federal regulatory and legislative actions pertaining to the public finance market, and advises the Board of Directors as needed. • Assists the NABL President in coordinating and overseeing policy initiatives and participates in the activities of member committees (e.g., the Governmental Affairs Committee, Tax Law Committee, the General Law and Practice Committee, and the Securities Law and Disclosure Committee). • Reviews and participates in the development of comment letters, testimony, amicus briefs, and other papers and documents published by NABL, including overseeing the final production and dissemination of the documents to the appropriate recipient(s). • Participates in the selection of and invitations to federal government and other participants in seminars, meetings, webinars, and teleconferences. • Attends NABL events including The Workshop, The Institute, The Essentials, NABL Board of Directors meetings, and related industry meetings, conferences, webinars, and teleconferences. • Coordinates communications with the media, regulators, Capitol Hill, and other industry groups. • Coordinates communications to membership through NABLNET Alerts, The Weekly Wrap, and other internal communications. • Supervises governmental affairs staff and performs such other duties as prescribed by the President or the Board of Directors.
The successful candidate will have: • At least ten years of experience in federal governmental relations, relevant employment by the federal government, or practice of public finance law; • Working knowledge of the public finance market and federal regulation of the market and market participants; • General familiarity with the roles and responsibilities of public finance counsel; • Ability to develop and maintain professional relationships with federal government and industry group officials and staffs and with the media; • A high regard for honesty, integrity, and professional ethics; • Excellent organizational, speaking, and writing skills; and • A law or other advanced degree is preferred.
